Does the 14th Amendment Guarantee "Equal Protection Under the Law"?

The answer is NO in my case.  I ask every American who has a living female in their family 65 years and older on Medicare How would you feel if what I report here applies to your family as it did me?

On May 28, 2008 Memorial Day Weekend, I underwent a radical hysterectomy for cancer at UCLA Medical Center with Dr. Oliver Dorigo, a German national as my surgeon.  I was told "I had a rare cancer" which was a lie.  Dr. Dorigo along with Dr. Elizabeth Wagar, as Head of Pathology at UCLA were the 2 persons involved with that decision and conspiracy to lie to me for Medicare money and cash from Carole Wells Doheny who paid them off to use me and my Medicare number for her medical benefit since she had no insurance in her name as an alleged criminal.

18 years ago, will be the 18th Anniversary of Elder Abuse and Medicare Fraud by UCLA Medical Center employees Dorigo and Wagar. Where is my 14th Amendment guarantee of "Equal Protection Under the Law?  I contacted the Department of Health & Human Services in February 2011 who referred my case to the Department of Justice and Kamala Harris to investigate.  That never happened.

Now at 83 I am still without Justice.  I contacted the FBI in 2015 and reported what happened to me as a Whistleblower and Victim, I'm still waiting.
