Dr. Megan E. Chen Should Be Charged With Medicare Fraud

 After my unfortunate experience on November 12, 2018 at Dr. Benjamin C. Bengs’ office with an unscheduled X-ray that could give me cancer in the future, I have decided to put the whole alleged conspiracy on the table for the federal authorities to decide what action should be taken. 

I believe that when I went to St. John’s ER on August 12, 2018 the conspiracy went into effect when a male doctor asked me “Who is your primary physician?” and I replied Dr. Megan Chen of St. John’s.  I allege that Dr. Chen was notified that I was admitted to St. John’s with a broken elbow and hip.  Even though she never contacted me, she nevertheless contacted Cardiology Consultants of Santa Monica on SUNDAY August 12^th just hours after I got to the ER to have Dr. Daniel Wohlgelernter come to see me as a “cardiologist” in the ER to set up the need for CARDIOLOGY that would be billed for at $3,731.00, CORONARY CARE at $4,219.00 and elaborate EKG for $439.00 making a total of $8,389.00 in Medicare Fraud all for Carole Wells Doheny Karabian.  When St. John’s sent me the bill for my medical needs, it listed these 3 expenses that were not mine, and if they had not sent it to me, I would never know because Medicare Summary did not break down the items just the total of over $78,000.00.

Dr. Benjamin C. Bengs an orthopedic surgeon came to see me in the ER in the late afternoon of the 12^th and told me he would operate on my broken elbow (even though not his specialty) and broken hip the following day and he did between 5-8pm.  I allege Dr. Chen put into place all these doctors to accomplish one thing… get cardiology treatment for “Doheny” as Janet Winston and under my new Medicare number, because she would be rewarded as would all others with hundred dollar bills that Doheny passes around like candy.  I realized this conspiracy when I talked to Cardiology Consultants office after I got the bill from St. John’s and the woman who I spoke to told me “they did not bill Medicare over $8,300.00…. the doctor just did a FAVOR for my doctor to check on me just for elbow and hip – nothing to do with cardiology.”  They were used by Dr. Chen as well.  This was the excuse to go ahead with fraud for Doheny and a “Need” for cardiology and coronary care.  The EKG is just routine in the ER and nothing more. 

On November 12, 2018, I had my final check-up with Dr. Bengs and had two scheduled X-rays: one for my elbow and one for my hip.  However, while I was lying down on the X-ray table the radiologist said she would take an “X-ray of my pelvis” and turned me from my side to my back and felt my hip bone to line up the overhead X-ray machine.  She took a long time behind the window before coming out again and I do not know if that entire time was spent with the radiation going into my body or what… but I am now alarmed because Dr. Bengs showed me my elbow and hip X-rays, but did not show me the pelvic one or even mentioned it – why not?  Did the radiologist do this on her own to pour radiation into my body that could cause cancer years down the road?

Berkeley East Convalescent Hospital Should Be Investigated

I spent 2 weeks at the Berkeley East Convalescent Hospital in Santa Monica that billed itself to Medicare as Arizona 21^st Street Corp.

This company should have its Medicare Accreditation revoked for what I went through at this hospital and they billed over $7,000 per week for that harassment and cleared $5,350 for their efforts.  One example of this horrible experience that I needed to go to the bathroom with a broken hip and elbow by bed pan or commode – but the sides of my bed were locked up, so I could not get out without help.  I rang ten times for the nurse’s aid for over 40 minutes and only because if a male nurse had not walked in my room, I could have wet the bed. When the woman “Maria” finally came in and I asked her where she was for 40 minutes she said very sarcastically, “I was busy with other patients sweetie!”  I was sexually abused by 3 different nurses aids and I reported immediately to their supervisors and finally “Steve” the owner.  I was told it was “innocent in the course of their duty.”  A deliberate act 3 times over is not “innocent” – its a CRIME.

I think the Department of Health and Human Services should investigate (without notice) this hospital especially for all the elderly women who probably are not aware or unwanted touching abuse they are subjected to. 

This was a horrible experience and they should not be allowed to continue to receive Medicare payments. 

My New Medicare Number was used for Medicare Fraud for $8,389.00

On August 20, 2018, St. Johns Health Center sent Medicare 3 billing services that I allege were not mine in the amount of $8,389.00.  These charges were part of the $78,531.06 totally billed for my hospital services from August 12 to August 15, 2018 for my broken elbow and broken hip that I broke on August 12, 2018 and was taken to St. Johns Health Center ER by ambulance.

The reason why this is important now is because Medicare was billed $8,389.00 that were not for me.  I believe they were for Carole Wells Doheny for her CARDIOLOGY in the amount of $3,731.00, CORONARY CARE in the amount of $4,219.00 and EKG for $439.00.  “Doheny” needed my name as she is listed in the computer system as JANET WINSTON and more importantly, my NEW MEDIACARE NUMBER that I only got in July for her medical needs.  She cannot use her real name for anything as a wanted criminal and the reason she has used my name for 30 years.  

Even though I arrived on August 12^th at 8am to the ER, I didn’t have surgery until 33 hours later on August 13 from 5-8pm.  I don’t know now why I had to wait so long – was it so Doheny could have her surgery and coronary care before I had surgery?  Obviously no one knew of her involvement with UCLA Medical Center in May 2008 and the fraud she committed and caused all the professionals involved with that case to flee the US for Europe to avoid prosecution for Medicare Fraud.  Dr. Roddy S. Sooferian is the provider according to the billing statement.

If this is what happened, then that would answer all the questions and treatment I was subjected to after I left St. Johns for Berkeley East Convalescent Hospital for a 2 week stay of harassment and I asked twice to be transferred to another hospital and was told “no space available except for a clinic”.  I believe I was sexually assaulted by 3 different nurse’s aids and reported all to their supervisor and even “STEVE” the owner.  I am willing to file a police report if needed.  I was over medicated with various pills and was asked constantly if I wanted OPIODS for pain and I refused – the drug of choice for Doheny an addict.

I ask Medicare and the federal government to investigate the NEW SITUATION using me for my Medicare benefits as she did at UCLA Medical Center 10 years ago.  I am available if more information is needed.
