My New Medicare Number was used for Medicare Fraud for $8,389.00

On August 20, 2018, St. Johns Health Center sent Medicare 3 billing services that I allege were not mine in the amount of $8,389.00.  These charges were part of the $78,531.06 totally billed for my hospital services from August 12 to August 15, 2018 for my broken elbow and broken hip that I broke on August 12, 2018 and was taken to St. Johns Health Center ER by ambulance.

The reason why this is important now is because Medicare was billed $8,389.00 that were not for me.  I believe they were for Carole Wells Doheny for her CARDIOLOGY in the amount of $3,731.00, CORONARY CARE in the amount of $4,219.00 and EKG for $439.00.  “Doheny” needed my name as she is listed in the computer system as JANET WINSTON and more importantly, my NEW MEDIACARE NUMBER that I only got in July for her medical needs.  She cannot use her real name for anything as a wanted criminal and the reason she has used my name for 30 years.  

Even though I arrived on August 12^th at 8am to the ER, I didn’t have surgery until 33 hours later on August 13 from 5-8pm.  I don’t know now why I had to wait so long – was it so Doheny could have her surgery and coronary care before I had surgery?  Obviously no one knew of her involvement with UCLA Medical Center in May 2008 and the fraud she committed and caused all the professionals involved with that case to flee the US for Europe to avoid prosecution for Medicare Fraud.  Dr. Roddy S. Sooferian is the provider according to the billing statement.

If this is what happened, then that would answer all the questions and treatment I was subjected to after I left St. Johns for Berkeley East Convalescent Hospital for a 2 week stay of harassment and I asked twice to be transferred to another hospital and was told “no space available except for a clinic”.  I believe I was sexually assaulted by 3 different nurse’s aids and reported all to their supervisor and even “STEVE” the owner.  I am willing to file a police report if needed.  I was over medicated with various pills and was asked constantly if I wanted OPIODS for pain and I refused – the drug of choice for Doheny an addict.

I ask Medicare and the federal government to investigate the NEW SITUATION using me for my Medicare benefits as she did at UCLA Medical Center 10 years ago.  I am available if more information is needed.

WHISTLEBLOWER Exposes 4 Corrupt Doctors

Finally a network has created a prime-time television show called Whistleblower (on CBS) to expose corrupt doctors.  I want to congratulate them because it finally takes it out of the newspapers and telecasts it across the country for the public to see exactly what I have been saying in my blog since 2009.  

July 27, 2018 was the first broadcast about Dr. Fata – the man I wrote about in my blog during 2014 – who had administered chemotherapy in Michigan to patients who did not need it, and was sentenced to 45 years in federal prison and fined $17,000,000 dollars.

On August 3, 2018, the second show aired – which exposed 3 doctors at Saint Joseph London Hospital in Lexington, Kentucky.  These 3 doctors performed surgical heart procedures (like pace-makers and stints) when patients didn’t need them, starting back in 2010 (the same time my blog was active on the internet).  Dr. Michael Jones was the cardiologist who worked at the same hospital and became alarmed in 2010 at the amount of new patients he had that didn’t need the procedures they had complained about - such as a 39 year old man who merely fainted on his job as a truck driver - and the doctor at St. Joseph’s said he needed an immediate surgical procedure for a pacemaker (which was billed to Medicaid), and that his father needed a stint that cost between $12,000 - $15,000 (which was billed to Medicare) however the doctor only received $1,500 as his fee.  Everything was for the hospital and not the individual doctor – just like UCLA.  It was an elderly African-American woman who convinced Dr. Jones and his female partner to get an attorney and file a Whistleblowers lawsuit with the Department of Justice (which I never knew existed).

What I did not know when I contacted the Department of Health and Human Services in January of 2011, was that in 2007 there was a new department called the MEDICARE FRAUD STRIKE FORCE which the Department of Justice and the HHS had created.  As of May, 2013, the overall strike force charged almost 1,900 defendants for fraudulently billing Medicare for almost $6,000,000,000 dollars.  It was this agency that referred MY case to the California Department of Justice and Kamala Harris.  They charged defendants in Miami, Tampa (like my case), Houston and Los Angeles, which charged 8 individuals with $32,000,000 in claims for medically unnecessary services.  

In 2014, 4 years after Dr. Jones discovered what was going on, the Department of Justice decided to take his case and prosecute.  They did not have a trial (as I suspect would be the same with UCLA) unlike Dr. Fata who had his own clinics and not big beautiful new hospitals like Saint Joseph London and UCLA Medical Center, but they settled as follows:

1.   Saint Joseph London Hospital of Lexington, Kentucky agreed to pay $16.5 million dollars in fines and have 5 years overseen by the federal government.

2.   There were 175 victims who settled individually with the hospital

3.   One doctor who performed surgery on the African-American woman spent 2 years in federal prison and the other doctor is awaiting sentencing this month up to 10 years in federal prison.

4.   Two other doctors not involved in the surgery agreed to pay $380,000 in fines for fraudulent contracts

5.   Dr. Michael Jones and two other doctors split $2,450,000 as their share in the settlement.

GUESS WHAT?  Outside of Saint Joseph’s London Hospital hung 2 big banners that read: U.S. NEWS AND WORLD REPORT BEST HOSPITAL FOR 2017-2018 (Just like UCLA Medical Center does every year with a full-page color ad in the Los Angeles Times saying “We’re No. 1” while Saint Joseph London was under the 5 year federal oversee).

That says it all.  U.S. News and World Report should have their license revoked for fraud!

FORMAL Criminal Complaint Against Carole Wells Doheny P.S. 7/6/20

Yesterday, July 17, 2018 I received a phone call from (202) 664-8621 saying they were calling for “Janet” asking that I triple the contribution I had made last year to the Democratic National Committee over the phone.  I felt the tone and attitude were unprofessional and not something the DNC would hire.  I declined but she kept on insisting if not tripled, could I double it, etc.  I finally got angry at her hostility and hung up on her.  I then a few hours later decided to call back the number (the evidence) and it was a fraud…. It did not ring.  The point being is that the woman wanted my credit card number to obviously use for fraud.  This follows the phony letter I received two weeks ago from an “autograph collector” who wanted my signature as Jan Watson Winston on thin white paper as a “fine actress”.

There is only one person in the world who is stupid enough and desperate for legitimate credit, to use my name for fraud as she has since 1988, Carole Wells, after her first face lift.  I had heard she had killed a man in Michigan in 1988… did she fake her own death as Carole Wells because of that and has been hiding out for 30 years across the United States and the world as Janet Winston?

I want people to know what she is up to and how she is trying to use me in a manner she can for illegal purposes.  She is 5”4’ and could weigh between 100-200lbs, bleach blond hair with brown eyes, born August 31, 1942, but with her many face lifts doesn’t look soon to be 76.  So if anyone sees or meets her as “Janet Winston” trying to use a credit card or credit application, call the police and ask for a picture ID.

I ask the FBI to find her through Interpol if necessary, and I hope my request through my Blog will bring those people involved with the Medicare Fraud that resulted in ELDER ABUSE on May 28, 2008, to contact the FBI and tell them everything that happened and exactly what Carole Wells Doheny did herself over and above Dr. Dorigo and Dr. Wagar did.  This could apply to people around the world if any doctor or hospital can subject a patient to major cancer surgery just for money.  I have viewers around the world, primarily in Europe and Asia, that I believe were in the operating room..  Hopefully these medical professionals will Tweet, email or Zoom one another and make an agreement to contact the FBI in the Los Angeles office as united to expose the fraud they were subjected to  as professionals doing their job or fear of losing their jobs by a Doheny or possibly by a criminal organization?  P.S.
